Americans for IVF Applauds Trump Administration’s Proposed Rule to Expand Fertility Coverage for American Families

WASHINGTON, D.C. — Americans for IVF today applauded the Trump Administration’s newly proposed federal rule designed to expand access to fertility benefits for millions of Americans by creating a pathway for employers to offer standalone fertility coverage, including proposed lifetime fertility benefits of up to $120,000.

The proposed rule, issued jointly by the U.S. Departments of Labor, Health and Human Services, and Treasury, would create a new category of “excepted fertility benefits,” allowing employers to offer fertility coverage separately from traditional major medical plans — similar to standalone dental and vision coverage. The proposal follows another major Administration initiative earlier this year aimed at reducing the cost of IVF medications through TrumpRX, with some medications seeing discounts of up to 85%.

“This could be life-changing for is an important moment for families struggling with infertility across America,” said Rabbi Moshe Margaretten, Chairman of Americans for IVF, which has been working with the administration and members of Congress on insurance coverage for fertility care. “For years, millions of couples have been forced to empty savings accounts, borrow money, delay treatment, or simply give up on their dream of having children because fertility care was financially out of reach. Today’s announcement represents one of the most significant federal actions ever taken to expand access to fertility treatment in the United States.”

Fertility care is often not covered by insurance, and one round of in vitro fertilization (IVF) can cost up to $25,000. Most patients need to undergo several rounds of treatment to create a viable pregnancy, putting the care out of reach for many.

Dr. Joshua Klein, a leading New York fertility specialist and Americans for IVF Advisory Board Member, said: “Infertility is a medical condition, and IVF is a proven, effective treatment which should be covered like other healthcare. We have the tools. We have the science. What we need now is the will to ensure that every American who wants to build a family has that opportunity.”

Rabbi Margaretten continued: “We are deeply grateful to President Trump and the Administration for recognizing that infertility is a serious medical condition impacting millions of Americans. This proposal can give hope to families who until now saw no path forward to the babies they desperately want.”
