Dr. Kaylen Silverberg, Chair of the Americans for IVF Advisory Board, says the biggest challenge isn’t convincing policymakers that infertility is real—it’s helping them understand what the cost of treatment means for families trying to have a child. Through Americans for IVF’s advocacy efforts, he works alongside the organization to ensure that physicians’ real-world experience helps inform conversations with Congress and federal agencies about expanding access to affordable fertility care.
Bringing the Patient Perspective to Washington
“I’ve had the privilege of joining Americans for IVF in meetings with lawmakers and Administration officials to explain, in plain terms, what a $25,000 price tag can mean for a family trying to have a child.” – Dr. Silverberg
Through Americans for IVF’s advocacy efforts, Dr. Silverberg has participated in meetings with members of Congress and senior Administration officials, helping policymakers understand the financial realities facing families who need fertility treatment. He recalls one meeting where discussing the cost of IVF changed the conversation from an abstract policy discussion to one centered on real families struggling to afford the chance to become parents.
“That’s usually the moment,” he says, “when the conversation stops being about policy in the abstract and starts being about two people simply trying to build a family.”
A Career Bridging the Exam Room and Public Policy
Dr. Silverberg is a board-certified reproductive endocrinologist and Medical Director of Texas Fertility Center, where he has cared for patients for more than two decades.
After years of watching families weigh fertility treatment against their savings, he recognized that improving access would require more than advances in medicine—it would also require changes in public policy. As Chair of the Americans for IVF Advisory Board, he helps bring the perspective of practicing fertility physicians to the organization’s work with Congress and federal agencies, ensuring that policymakers hear directly from doctors who care for patients every day.
Through Americans for IVF, Dr. Silverberg helps translate decades of clinical experience into real-world insight for the policymakers shaping the future of fertility care.
Why He Brings This to the Table
“I want lawmakers to understand this isn’t a lifestyle choice. A family that’s medically able to have a child shouldn’t have a price tag standing between them and that possibility. That’s not biology—that’s a policy challenge we can solve.”
As Chair of the Americans for IVF Advisory Board, Dr. Silverberg helps ensure that the voices of practicing fertility physicians are part of the organization’s advocacy. His decades of clinical experience provide policymakers with a firsthand understanding of the financial barriers many families face and why expanding access to affordable fertility care matters.
Advancing Affordable IVF Through Public Policy
Dr. Silverberg’s work through Americans for IVF extends beyond a single piece of legislation. As Chair of the Advisory Board, he helps inform the organization’s efforts to expand access to affordable fertility care through both legislation and federal rulemaking. That includes supporting the HOPE with Fertility Services Act in Congress, as well as Americans for IVF’s engagement with federal agencies—including HHS and CMS—to advance policies that improve access to fertility treatment.
